Левелы они везде одни и теже. Только необходимо понимать разницу между богами и их аватарами. Понятно, что чар, в обычных условиях, не может сражатся с богами, поскольку в их царстве их воля определяет саму реальность, но аватары богов, их проекции, измеряются теми же левелами, что и простые смертные РС и NPC. Правда у большинства аватаров есть еще дофига спецабилок, и экипировка у них неплохая, но чар 40-го левела просто по силе мощнее любого аватара, кроме аватаров самых сильных, greater powers. Это, имхо, явный дисбаланс. Где тогда какая либо угроза игроку со стороны игрового мира, если он может по влиянию на него соперничать с самими богами?

Не нужно все имерять по принципу "кто кого"
У бога НАМНОГО больше знаний и возможностей(даже в виде аватара)
Также у него есть поддержка его храмов.
Это только в CRPG так, "пришел, увидел, победил".
А насчет монстров... ну можно ввести эпик тварей.

HECATONCHEIRES
Hecatoncheires are the oldest abominations, born of proto-deities early in the multiverse’s history.
At the beginning of time all things were possible. The definition of form and function for living things was not yet set, and
in that time were born the hecatoncheires, the “hundred handed” ones. The hecatoncheires are huge, standing over 30 feet tall,
and like a living tree bulging with knobby boles, they have one hundred arms and fifty heads. Words fail to describe the monstrosity of their forms, or the brutality of their visage. They are always armed, grasping a greatsword, or boulder, in each
of their hands. They wear magical half-plate. Sometimes a hecatoncheires is armed with one or more magical weapons, as
well.
From their birth, they were outcast and sealed away by the demiurge that produced them. They have been released from time to time by other deities who required their insane martial abilities to take down rival deities. Each time they were released, an old pantheon fell. Few creatures can stand up to a hecatoncheires in combat, not even the gods.
Combat
Hundred handed ones rely on their hundred limbs to quickly dispatch foes under a flurry of blows or boulders.
Superior Multiweapon Fighting (Ex): A hecatoncheires fights with a greatsword or boulder in each hand. Because each of its fifty heads controls an arm, the hecatoncheires does not suffer an attack or damage penalty for attacking with one hundred weapons. However, the press of limbs prevents the creature from making iterative attacks with any of its arms, nor can it make more than 10 attacks against a size Small or smaller creature, 15 attacks against a Medium-size creature, or 20 attacks against a Large size creature in the same action (it can make all its attacks against a size Huge or larger creature in one action).
Skills: An hecatoncheires fifty heads give it a +50 racial bonus to Listen, Spot, and Search checks.
Spell-Like Abilities (Sp): At will-greater magic weapon, fly, and shield. These abilities are as the spells cast by a 20th-level sorcerer.
Summon Hecatoncheires (Su): A hecatoncheires can summon 1 sibling 1/day, though is loath to do so because
then it will be similarly obligated to answer its sibling’s summoning. A summoned hecatoncheires cannot use its summoning power while “summoned.”
Regeneration (Ex): Hecatoncheires take normal damage from Good weapons or weapons tempered with the blood of a deity.
